A PDP driving device and method realizing favorable contrast and gradation without inviting prolongation of the initializing period. The start voltage of a monotonically increasing waveform (mode V) applied during the initializing period during which the wall charge in each discharge cell is initialized is higher than a first voltage (V1) which is the difference between the maximum and minimum values of the voltage applied to the scan electrode during an addressing period during which a discharge cell in which discharge is to be caused is selected and lower than the discharge start voltage.
