PROBLEM TO BE SOLVED: To provide a video recording apparatus and a reproducing apparatus capable of explaining the reason why contents cannot be video-recorded/sound-recorded at viewing by a user. SOLUTION: The recording and reproducing apparatus disclosed herein includes: a recording means for recording contents to a recording medium; a reception state observing means for observing a reception state of broadcasting at the recording; the recording means capable of recording the state observed by the reception state observing means as reception state observation result information; a reproduction means for reproducing the contents recorded in the recording medium; the reproduction means capable of processing the reception state observation result information recorded at the reproduction of the contents and displaying the processed information; and an edit means capable of editing the contents based on the reception state observation result information.
