PROBLEM TO BE SOLVED: To provide a vehicle start controller that avoids the sudden start of the vehicle due to the driver's careless stepping down of the accelerator ignoring the car and its environmental conditions at starting from parking, and guarantees smooth start. SOLUTION: The controller is provided with an electronically controlled throttle 13 to adjust engine output; a means to determine whether or not the car is at the initial start stage, that is, conditions when a parking car begins to start; and a means for the initial start control that, when the initial start state was determined, outputs an instruction to the electronically controlled throttle 13 to lower the engine output level for accelerator pedal operation at usual running time.
