PROBLEM TO BE SOLVED: To provide a manufacturing process of a polyurethane resin using a catalyst which has an excellent curability at low temperatures and does not contain heavy metals having high environmental load. SOLUTION: A compound expressed by following general formula (1) is used for the catalyst for manufacturing the polyurethane resin. Zr(L<SB>1</SB>)(L<SB>2</SB>)(L<SB>3</SB>)(L<SB>4</SB>) (1). In formula (1), L<SB>1</SB>-L<SB>4</SB>are each independently (A), (B) or (C) below; at least one of L<SB>1</SB>-L<SB>4</SB>is (A); at least one of L<SB>1</SB>-L<SB>4</SB>is (C). (A) is a specificβ-diketonate ligand expressed by general formula (2). (B) is a specificβ-diketonate ligand expressed by general formula (2) or containing an allyloxy group.
