An ink filling unit is provided to allow ink to be filled in grooves of a printing plate irrespective of a stripe direction by an ink filling method, an ink filling unit and an ink forming apparatus including the same. An ink filling unit for filling ink in grooves(11) of a printing plate(10) comprises a main body part(21) and a doctor blade(23). The main body part is movable and rotatable. The doctor blade is connected to the main body part, and formed in the length direction crossing the printing plate. The length direction of the doctor blade forms a predetermined tilt angle with respect to a moving direction of the main body part.
