An apparatus for forming crown on an outer peripheral surface of a pulley so that the pulley has the driving stability even during high speed rotation, and a manufacturing method of a pulley for vehicle, which can perform ironing and crown forming of the pulley at the same time, are provided. An apparatus for forming crown(702) on a pulley(700) for vehicle comprises: an upper mold including an upper die(716) which is moved up and down by a press(705), and which has a hole formed in the center thereof, an upper pad(714) disposed on the hole of the upper die and supported by a spring(712), and an upper punch(715) fixed and disposed through the center of the upper pad; and a lower mold including a stripper(720) which is supported by a spring(726) on an upper part of a plate(728), and which has a hole formed in the center thereof, a lower punch(722) disposed on the hole of the stripper and fixed and disposed on the plate, and a lower pad(724) which passes through the center of the lower punch, and which is supported by a cushion pin(729), wherein tapers(717,721) are formed outwardly on a lower part of the hole of the upper die and an upper part of the hole of the stripper respectively.
