A system and a method for optimally providing the location information of a mobile terminal are provided to minimize the load of a mobile communication network by enabling a terminal agent in a ward's mobile terminal to collect information on location of the mobile terminal, create characteristic location information, and manage it in real time. A system for optimally providing the location information of a mobile terminal comprises a ward terminal(100) and a location information server(400). The ward terminal(100) comprises a terminal agent. The terminal agent creates location information, based on paging data, formed by inter-cell handover, and a GPS signal, received from a communication satellite, collects the location information, forms characteristic location information containing the present location of the ward terminal(100), and transmits it intermittently according to a preset location information provisioning environment. The location information server(400) extracts the geographical information corresponding to the characteristic location information from a database, creates a location confirmation message, and transmits it to a protector terminal(200) through a certain floating system.
