A traffic control system and a method for guaranteeing QoS(Quality of Service) thereof are provided to prevent traffic congestion and ensure QoS by enabling an edge router, which executes as proxy for QoS function of the DSLAM(Digital Subscriber Line Access Multiplexer) of a subscriber stage, to adjust the amount of traffic coming into the link between the modem and DSLAM of the subscriber block. A traffic control system is comprised of a QoS policy server(400), an edge router(240), a DSLAM(220), and a modem(210). The QoS policy server(400) executes authentication in response to an authentication request of a subscriber terminal(100), and determines a QoS policy by using subscriber access speed information for the subscriber terminal(100).
