An apparatus and a method for transmitting/receiving signals in a communication system are provided to prevent a waste of UL(Uplink)/DL(Downlink) resources by using a QDCCH(Quasi Dedicated Control CHannel) as a UL resource for providing a specific service, such as an rtPS(realtime Polling Service), etc., so that UL/DL resources can be allocated according to characteristics of burst data. A base station in an IEEE 802.16e communication system comprises a controller(715) and a sub-channel allocator(713). The controller(715) executes a control operation so that a QDCCH can be allocated to the first mobile station. Also, the controller(715) executes a control operation so that the QDCCH allocated to the first mobile station can be allocated to the second mobile station only during a preset time. The sub-channel allocator(713) allocates the QDCCH to the first mobile station or the second mobile station according to control of the controller(715).
