A device and a method for controlling a moving velocity of menu list items are provided to prevent errors, repeatedly passing the desired item, by setting a candidate item range including a target item of a user and adjusting the moving velocity of the menu list items. A tilting measurer(110) measures tilt of the portable device. A history storing part(120) stores history for measured tilt information and stop position information of the menu item list, which is generated from a signal output according to the information, in time order. A moving velocity adjuster(130) adjusts the moving picture speed of the menu list item by setting the candidate range including the target item of the user based on the history. A menu list item output part(140) outputs a change moving or stopping the menu list item according to the signal. The tilt measurer includes a sensor outputting an electric signal according to the tile of the portable device by using a tilt sensor embedded in the portable device and a converter converting the electric signal into the tilt information.
