A system for converting voice communication to SMS(Short Message Service) communication in a mobile communication system and a method thereof are provided to enable a called mobile terminal, of which the reception mode is an SMS mode as it is impossible to execute a voice call, to execute communication through short messages by compulsorily converting the communication state of a calling mobile terminal to an SMS communication state. In a mobile communication system comprising a calling mobile terminal(100) and a called mobile terminal(200), the calling mobile terminal(100) comprises a reception mode setup unit and a call forwarding notification message transmitting unit, and the called mobile terminal(200) comprises a unit for displaying a short message input window. The called mobile terminal(200), if an incoming call is received from the calling mobile terminal(100), transmits a call forwarding notification message to the calling mobile terminal(100). If the call forwarding notification message is received to the calling mobile terminal(100), the short message input window is displayed through a display part so that a user of the calling mobile terminal(100) can input and transmit a short message.
