A supplemental functional cosmetic composition for treating skin disease is provided to rapidly mitigate damaged skin and itchness caused by skin diseases such as eczema and atopic dermatitis without toxicity and side effect. The supplemental functional cosmetic composition for treating skin disease is in the form of liquid type which consists of an extract of Carthamus tinctorius, an extract of aloe, silver, sulfur, potassium hydroxide, alum, pine resin, glycerin, and perfume; and ointment or cream type which consists of an emulsifier, aspirin, sulfur, silver, pine resin, gypsum, cellulose, glycerin, pearl powder, zeolite, cholesterol, an extract of Phellodendron amurense, and perfume.
