An apparatus and a method for removing a residual voltage are provided to stably operate a system by controlling a reset time within a board in operating a system, remove a residual voltage, and control power by itself. A power generator(301) generates power for operating a board. A circuit unit(331) controls and manages an overall operation of the board. When the power of the board is cut off, the circuit unit generates a reset signal. When the reset signal is generated, a switch controller(321) generates a power cutoff signal for cutting off the power of the circuit unit during a predetermined discharge time. A switch(311) cuts off power of the circuit unit under the control of the switch controller.
