An image forming apparatus is provided to obtain the good cleaning performance of a charging roll by a cleaning member. A photosensitive drum(12) loads an image. A charging roll(14) charges the photosensitive drum(12). A cleaning roll(100), faced with the charging roll(14), cleans the charging roll(14). The cleaning roll(100) is formed by an elastic body. The cleaning roll(14) includes a surface layer(104A), an inner layer(104B), and a shaft(100A). The surface layer(104A) is faced with the charging roller(14). The inner layer(104B) is formed by an elastic body which is softer than the surface layer(104A). The inner layer(104B) supports the surface layer(104A). The shaft(100A) supports the inner layer(104B) and faces the surface layer(104A) to the charging roller(14).
