A time controller, and a device and a method for manufacturing the same are provided to program an FPGA(Field Programmable Gate Array) without damage by mounting the FPGA on a PCB(Printed Circuit Board) including a plurality of FPGA programming pins and programming the FPGA through the FPGA programming pins in a PCB test process. The time controller installed to a flat panel display includes the PCB(100), the FPGA(260) mounted on the PCB, and the FPGA programming pins(200) formed on the PCB and connected to the FPGA. An EEPROM(Electronically Erasable Programmable ROM)(240) connected to the FPGA is mounted on the PCB and the FPGA is a semiconductor chip for the time controller. A time controller manufacturing device includes the FPGA programming pins mounted on the PCB and connected to the FPGA, and a PCB test jig(500) including input pins(400) corresponding to the FPGA programming pins.
