A method and an apparatus for transmitting and receiving a notification message in a portable broadcasting system are provided to transmit the notification message to a mobile terminal which is in a sleep state or is connected to a bidirectional system in the portable broadcasting system which provides a broadcasting service. Common notification message channel information necessary for receiving a common notification message for all users capable of receiving broadcasting services is loaded in an ESG(Electronic Service Guide) for the broadcasting services or a control signal for the broadcasting services, and the ESG or the control signal is transmitted(506,512,514). Specific notification message channel information necessary for receiving a specific notification message for a specific user group is loaded in the ESG, and the ESG is transmitted to terminals of the specific user group(504). At least one of the common notification message and the specific notification message is generated(508,516). The generated notification message is transmitted to the terminal by using the corresponding channel information(510,518).
