A system and a method for measuring image quality of a moving picture are provided to change a gray level through the turning-off of a screen when measuring the image quality of the moving picture of an image display device. A signal generating unit(430) alternately provides video signals of the first and the second images to a checked image display device to alternately turn off the first and the second images, and changes and provides gray levels of the first and the second images according to the turning-off of the checked image display device. A photo diode(410) detects an optical signal indicating a gray level of an image displayed on the checked image display device, and converts the detected optical signal into an electric signal. An oscilloscope(420) generates a waveform corresponding to the gray level of the image indicating a level of the electric signal. A computer(440) controls the signal generation of the signal generating unit(430), calculates unclear edge widths of the image displayed on the checked image display device by using the generated waveform, calculates the unclear edge time of the image displayed on the checked image display device by using the calculated unclear edge widths, and calculates the moving picture response time of the checked image display device by using the calculated unclear edge time.
