The device has an outer panel (24) delimiting a circular orifice (26) e.g. slit, and a chamber (30), whose volume is variable by movement of membranes (32), where the chamber is opened at the level of the orifice. The movement of the membranes is animated by reaction of a material of the membranes to application of an electrical voltage. The membranes have an electro-active polymer material and a piezoelectric material, and are integrated to a wall that delimits the chamber.
