PROBLEM TO BE SOLVED: To provide a bearing device for a wheel capable of preventing the inner ring from being loosened off during the assembly on a vehicle without affecting bearing functions and a method of manufacturing the bearing device capable of providing high visual quality due to the prevention of galling, increasing the life of a fastening punch, reducing load for fastening, and reducing the capacity of a fastening apparatus. SOLUTION: In this bearing device for the wheel to which the method of manufacturing is applied, rolling elements 5 in a double row are interposed between an inner member 2 composed of a hub wheel 9 and an inner ring 10 and an outer member 1. A shallow step is formed in the inner peripheral surface of the inner ring 10. The fastened part engaged with a step face in the step part of the inner ring 10 is formed by fastening the hub wheel 9.
