PROBLEM TO BE SOLVED: To maintain excellent communication quality by monitoring and controlling user traffic of an xDSL communication system. SOLUTION: A quality detection section 203 monitors the quality of a control signal sent over a control channel formed between a DSLAM and CPE and the quality of a data signal, sent through user traffic and a loop test conducting section 209 operates at prescribed time intervals to transmit a predetermined control signal to the control channel and receive an answer signal to the control signal from the CPE. A device state deciding section 205 judges the device state of the CPE, based on the quality monitoring result of the control signal by a quality detection section 203 during the operation of the loop test conducting section 209; and when the deciding result of the device state deciding section 205 shows a normal device state, a line state deciding section 206 decides a line state, based upon a quality monitoring result of the data signal by the quality detection section 203.
