PROBLEM TO BE SOLVED: To provide an image processing device for precisely and quickly determining a character part included in an image even when a picture such as a photograph, a figure, or a graph is included in the image. SOLUTION: This image processing device separates a picture area including a figure or a graph mainly and a text area from a scanned image. As to the text area (YES in a step S117), peripheral black pixels are connected together, and by a rectangular unit obtained by connecting the black pixels, character determination is carried out (steps S119-S123). As to the picture area (NO in the step S117), connection of the black pixels is not carried out but a circumscribed rectangle of the continuous black pixels is extracted by labelling processing, and by the rectangular unit, character determination is carried out (step S125).
