PROBLEM TO BE SOLVED: To provide a tape measuring instrument which is constituted so as produce a fixed potential difference between a test piece and a tape to make the tape run and to measure the relation between the potential difference and the state of the adherend to the test piece, that is, the electrochemically generated adherend. SOLUTION: In the tape measuring instrument equipped with a supply reel for supplying the tape, a take-up reel for taking up the tape, guide rolls for guiding the running of the tape between the supply reel and the take-up reel and a fixing means for fixing the test piece so as to bring the same into contact with the measuring surface of the tape supported by a pair of the guide rolls, a potential producing means for producing a predetermined potential in the tape or the test piece is provided to apply a predetermined potential to the tape or the test piece and the tape is made to run, in a state where the tape is brought into contact with the test piece.
