PROBLEM TO BE SOLVED: To avoid a risk of a vehicle entering a tunnel when a fire occurs inside the tunnel and the temperature of the inside of the tunnel becomes high. SOLUTION: A vehicle control device is capable of outputting signals T13, T23, T33 for controlling a device 6 of a vehicle 8 based on a control signal T3 of a receiver 7. The outputs of the signals T13, T23, T33 are set in a reference value setting means 83 according to the target speed of the vehicle 8. The reference value t read by the reference value setting means 83 is compared with the vehicle speed signal T4 detecting the traveling speed of the vehicle by a vehicle speed detection means 81 by a comparison means 82. When the speed of the vehicle 8 is higher than the target speed, the control is not performed. When the speed of the vehicle 8 is lower than the target value, the control of outputting the signals T13, T23, T33 is ended without outputting the signals T13, T23, T33. COPYRIGHT: (C)2007,JPO&INPIT
