PROBLEM TO BE SOLVED: To provide a polishing film and a manufacturing method for it, having good productivity and polishing durability, and heightening the polishing rate. SOLUTION: This polishing film includes a polyester base film and a polishing layer formed on the polyester base film and containing abrasive grain and a binder, wherein the binder is epoxy urethane obtained by reacting and curing a polyol component, an epoxy component and a crosslinking agent.
