PROBLEM TO BE SOLVED: To stop transmission of data of a passing spot passed by a vehicle to an on-vehicle unit. SOLUTION: In a system, wherein a user calls an information center and requests data of a passing spot set in a navigation device, and the data of the passing spot retrieved by an operator in the information center are transmitted to the on-vehicle unit, it is determined whether the vehicle passes the passing spot, until the retrieved passing spot is set in the navigation device, and the data of the passing spot determined to be passed by the vehicle are not transmitted to the on-vehicle unit.
