PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit wherein a fixed voltage to be supplied to a certain interconnection can be easily changed. SOLUTION: A fixed voltage unit 10 includes an output interconnection 16 to which either a first fixed voltage Vdd or a second fixed voltage GND which is different from the first fixed voltage Vdd is selectively applied. The fixed voltage unit 10 supplies either the first fixed voltage Vdd or the second fixed voltage GND to a circuit block to be connected via the output interconnection 16. In the manufacturing process of the semiconductor device, a first connection element 14a for applying the first fixed voltage Vdd to the output interconnection 16 or a second connection element 14b for applying the second fixed voltage GND to the output interconnection 16 is selectively formed at a predetermined place in the device.
