A plant control system control program creation/display device includes: program edition means (10) for creating a control program containing an interlock condition and an interlock diagnosis; plant control means CONT executing a program object in the control program; a logical operation unit; and a display unit. The device further has a function of the interlock diagnosis means (20) causing an ordinary operator operation/display device HMI operated by an operator in a plant operation chamber to display satisfaction/dissatisfaction of the interlock condition at a predetermined moment before the current moment or the latest dissatisfaction time while updating it, and furthermore, identifying only the source factor variable of the dissatisfaction even if a plurality of stages of interlock circuit are formed, which is automatically displayed in a schematic language. The interlock diagnosis means (20) has a function for managing the circuits having the interlock condition dissatisfied by grouping them and displaying them in hierarchy.
