PROBLEM TO BE SOLVED: To provide a flicker video converter capable of converting video into other video, wherein production of luminance flicker and red flicker is suppressed to be within a prescribed frequency. SOLUTION: The flicker video converter 7 includes a video interval division means 70 for dividing consecutive frames in a video interval, wherein flickers with a predetermined improper frequency causing a visually improper luminance change is caused, into blocks each comprising a prescribed number of frames; and an in-block frame replacement means 1 for replacing images of all frames included in a concerned block by each block divided by the video interval division means 70 with an image of a single frame included in the block.
