PROBLEM TO BE SOLVED: To reduce energy costs by providing a steam circulation system which effectively circulates steam used as a heat source in a clothes cleaning plant. SOLUTION: In a clothes cleaning plant which diverts and supplies steam generated by a boiler 1 to washing machines 3a and 3b and drying machines 4a and 4b, jets out the steam into washing water to directly use to heat the wash in the washing machines, and indirectly uses as a heat source which generates hot air by circulating the steam to the heat exchangers 5a and 5b in the drying machines, a steam distribution pipe 7 which guides steam generated by a boiler is provided with an ejector 6 at an intermediate part, a hermetically sealed drain tank 8 is connected to a steam discharge pipe of the heat exchangers through steam traps 9a and 9b, drain stored in the drain tank is refluxed to the boiler by a pump 10, and flash steam generated by the reevaporation of part of the drain in the drain tank is supplied to the washing machines by making the ejector suck the steam.
