Intended is to reduce the frequency, at which communication management information for taking measures against communication cuts is recorded. Provided is a digital contents distribution system including a license server (101) for issuing licenses, a user terminal (103) for controlling the use of contents on the basis of the license issued. The license server (101) decides it in accordance with the contents of the license to be issued whether or not the communication management information for taking the measures against the communication cuts has to be recorded, and notifies the user terminal of the decision. As a result, the user terminal (103) can reduce the frequency, at which the communication management information is recorded.
