The heater has an electrical heating mat applied on a hard inorganic foam-insulating material (6) such that a floor covering (1) is movable. The floor covering is a thin fitter carpeting e.g. linoleum, plastic or fitted carpet. A flagging adhesive is filled in the electrical heating mat to function as a load-dispensing plate and casing of a heating wire (4), where the heating wire is electrically stapled on a reinforcing fabric (5) e.g. glass fiber, polyester fiber and carbon fiber.
