<p><P>PROBLEM TO BE SOLVED: To decode an H. 263 coded bit stream through a simple configuration. <P>SOLUTION: The image decoder for decoding at least a first coded bit stream multiplexing the header information of H. 263 coding system and image coded data coded by H. 263 coding system, or a second coded bit stream multiplexing the header information of MPEG-4 coding system and image coded data coded by MPEG-4 coding system comprises a means for switching the decoding analysis method of the DC component of intra-coded DCT coefficients when a first coded bit stream is received and when a second coded bit stream is received.
