<P>PROBLEM TO BE SOLVED: To provide an ion-conducting binder which is economical, environment-friendly, superior in moldability, and oxidation stability; and to utilize it. <P>SOLUTION: The ion-conducting binder is used for a membrane-electrode assembly for a polymer electrolyte fuel cell comprising a polymer electrolyte membrane, and two gas diffusion electrodes jointed to the electrolyte membrane by sandwiching the membrane, and contains, as components, a polymer block (A) using an aromatic vinyl-based compound unit where α-carbon is quarternary carbon as a main repeating unit, and a flexible polymer block (B). In the ion-conducting binder, the polymer block (A) has a monovalent anion-conducting group, multivalent anion-conducting groups are bound to one another in a form cross-linking the polymer blocks (A) to one another, and/or the multivalent anion-conducting groups are bound to one another in a form cross-linking the aromatic vinyl-based compound units to one another in the polymer block (A).
