PROBLEM TO BE SOLVED: To accelerate manufacturing of bags, while preventing opening of sealed parts, in a bag-producing machine which manufactures bags from a two-folded synthetic resin sheet. SOLUTION: In a bag-producing machine which manufactures a bag 110 having a folded part in the bottom from a two-folded thick resin sheet 100, there are arranged holding mechanisms 15 and 16 which hold down the resin sheet 100 in the upstream and downstream of the sheet flowing direction of the heat-sealing bar 14. The holding mechanisms 15 and 16 move toward the resin sheet 100 to hold down the resin sheet 100; the heat-sealing bar 14 moves toward the resin sheet 100 to fusion-cut and fuse the resin sheet 100; the heat-sealing bar 14 moves in such a direction as to separate from the resin sheet 100; and the holding mechanisms 15 and 16 move in such a direction as to separate from the resin sheet 100.
