PROBLEM TO BE SOLVED: To provide a viscous curing agent composition for curing a radically curable resin with high and stable fixing performance to wet surface, and stable fixing performance in underwater work for anchor. SOLUTION: The viscous curing agent composition for curing the radically curable resin comprising an organic peroxide and a liquid diluting agent comprising at least water and one or more kind of glycols, wherein the liquid diluting agent characteristically contains glycols in a weight ratio of 0.5-3.0 times to the water.
