PROBLEM TO BE SOLVED: To provide a cleaning device for removing residual matter such as a residual toner, which is adopted in an electrophotographic system such as a copying machine, a facsimile and a printer, and to provide an image forming apparatus equipped with the cleaning device, wherein a deteriorated film formed on the surface of an image carrier is removed from the surface and also an object to be removed present on the surface is removed from the surface. SOLUTION: The cleaning device has two rolls 151, 152 which rotate while the circumference surfaces 151a, 152a are in contact with the surface 11a of an image carrier 11 after a toner image is transferred onto a transfer surface 30, wherein one roll 151 of the two rolls 151, 152 contains particles having a particle size of 0.5μm to 150μm dispersed on the circumference surface of the roll, and the other roll 152 contains particles having a particle size of 30 nm to less than 0.5μm dispersed on the circumference surface.
