PROBLEM TO BE SOLVED: To provide a technology, whereby a terminal operator can select the voice quality and the security depending on a state in VoIP communication in an IP-PBX and the security in response to a speech opposite party can be ensured, without the need for the terminal operator to notify the security. SOLUTION: A private branch exchange 1A or the like is provided, which includes a recording means for recording encryption systems unique to extension numbers of each of terminals A5 and encryption systems, unique to extension numbers of speech opposite terminals by each extension number; a search means for searching the recording means, on the basis of each of the extension numbers of a terminal making a call request and a speech opposite terminal of the terminal; and an encryption strength revision instruction means that compares the encryption systems, unique to each extension number of the speech opposite terminals searched by the searching means with the encryption system, corresponding to the extension number of the speech opposite terminal recorded as to the terminal for making the cal request and transmits an encryption strength revision instruction signal to both the terminals so as to update the encryption systems into the encryption system with higher encryption intensity.
