PROBLEM TO BE SOLVED: To make a false battery pack manufactured by way of exchanging only a cell by separating a battery block from an electric circuit part unable to use for a portable electronic apparatus. SOLUTION: Variation of output voltage value per unit time is calculated by steadily measuring output voltage value and discharge current value from the battery block in the battery pack. When the variation of output voltage value per unit time or discharge current value exceeds a prescribed value, operation of the electric circuit related to charge and discharge of the battery pack is permanently stopped.
