PROBLEM TO BE SOLVED: To prevent the sticking of dust to a low pass filter without increasing the number of parts and production stages. SOLUTION: The light incidence face side of a base material 10 is provided with a coat layer 11 in which high refractive index layers and low refractive index layers are alternately stacked, so as to shield infrared radiation. Then, one of the high refractive index layers is composed of an ITO film 11a, so as to increase the electric conductivity in the surface of the coat layer. In this case, the high refractive index layer at the outermost side is desirably formed of a transparent electrically conductive material from the viewpoint of imparting electrical conductivity to the surface of the coat layer and further suppressing the sticking of dust. Further, the total of the layer thickness of each refractive index layer formed at the outside than the high refractive index layer formed of a transparent electrically conductive material is desirably controlled to≤140 nm.
