<P>PROBLEM TO BE SOLVED: To provide a sailing controller capable of improving ship steering characteristics by providing a propulsion force generating means using an engine having an electric throttle as a driving source in a ship and setting the relation between the amount of operation of an operation means and a throttle opening properly. <P>SOLUTION: A data collection processing part 64 collects opening data of the electric throttle 55 and data of engine rotational speed and stores these data as learned data in a storage part 60. Engine rotational speed-throttle opening characteristics (N-T characteristics) are calculated based on the learned data. Furthermore, remote controller opening-target throttle opening characteristics (R-T characteristics) for achieving target R-N characteristics are obtained based on target characteristics (target R-N characteristics) between a remote controller opening output with a throttle operation part 8 and the engine rotational speed, and the calculated N-T characteristics.
