<P>PROBLEM TO BE SOLVED: To suppress deterioration of a membrane caused by a chemical factor and that of the membrane caused by a mechanical factor. <P>SOLUTION: A membrane electrode assembly 10 containing organometalloxan is obtained in such a way that a solid polymer electrolyte membrane 10 and electrodes (catalyst layer 14a, 14b) joined onto both surfaces of the solid electrolyte membrane 10 are prepared, the whole or part of protons contained in the whole of the solid polymer electrolyte membrane 10, a region of no-power generation or a belt-like region are ion-exchanged with one or more cations selected from complex cations, quaternary alkyl ammonium cations, and high valence side cations and/or organometalloxan monomers containing ammonium cations or quaternary ammonium cations at terminals are impregnated in the whole of the solid polymer electrolyte membrane, the region of the no-power generation or the belt-like regions, and hydrolysis/condensation polymerization are conducted.
