PROBLEM TO BE SOLVED: To implement the acceleration performance and deceleration performance according to an operator's demand in changing a speed in a clutch and manual transmission mounting vehicle. SOLUTION: A control device for an internal combustion engine calculates a proper shaft torque from the proper crankshaft torque, converts into the proper crankshaft torque, and calculates a required crankshaft torque according to the operator's demand. When judged as in changing the speed during acceleration, the proper crankshaft torque is assumed the maximum permissible crankshaft torque, and the larger one of the minimum permissible crankshaft torque and the required crankshaft torque is set to target crankshaft torque when changing the speed. When judged as in changing the speed during deceleration, the proper crankshaft torque is assumed the maximum permissible crankshaft torque, and the lesser of the maximum permissible crankshaft torque and the required crankshaft torque is set to the target crankshaft torque when changing the speed.
