PROBLEM TO BE SOLVED: To provide a technology for completing a slope in a short period of time in constructing an underpass. SOLUTION: A shaft 20a is excavated in the lowermost part of an underpass slope from the ground, and a bore hole reaching the starting point of the slope is provided from the inside of the shaft 20a along the road surface of the slope. A traction rope 40 is inserted through the bore hole, and a traction jack 41 is mounted to the vertical shaft internal end of the traction rope 40. On the ground behind the starting point of the slope, concrete case blocks 50a, 50b, 50c, etc. of U-shaped cross section forming the bottom plate and sidewalls of the slope are manufactured, and the traction rope 40 is locked in a replaceable manner to each divided block. The respective blocks are advanced by turns while excavating sediment of the slope by the leading end of the concrete case block 50a to install the concrete case blocks 50a, 50b, 50c, etc. as the bottom plate and sidewalls of the slope.
