PROBLEM TO BE SOLVED: To provide a technology using existing development information to support development of a new LSI. SOLUTION: An LSI development support apparatus 10, which develops a new LSI based on development information on an original module stored in a database 11, is equipped with a main man-hour for change calculation means 101, an auxiliary man-hour for change calculation means 102, and a total man-hour for change calculation means 103. The main man-hour for change calculation means 101 substitutes a change rate for a function corresponding to an alteration module selected from the database 11 to calculate a first man-hour required for change from the original module to the alteration module. The auxiliary man-hour for change calculation means 102 calculates a second man-hour required for change of the original module depending on the alteration module. Then, the total man-hour for change calculation means 103 estimates man-hours additionally required for new LSI development on the basis of a total value of the first man-hour and second man-hour.
