<P>PROBLEM TO BE SOLVED: To provide a means capable of easily performing transferring processing without being restricted by time or a place in a low cost in a short time by using a portable terminal and capable of bringing the effect to a portable terminal company for surely collecting the use charge of the portable terminal. <P>SOLUTION: An account for appropriating the terminal use charge is provided in an exchange station in charge for a prescribed period of the terminal for the respective terminal users.
