PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which stably maintains good wear resistance and cleanability in a sustainable way. SOLUTION: An outermost surface layer of the electrophotographic photoreceptor contains a polyarylate resin containing a repeating structural unit represented by formula (1) in an amount of 60-100% by mol based on the amount of all repeating structural units and any one or a mixture of polytrifluoroethylene and perfluoropolyether, wherein R<SP>11</SP>-R<SP>18</SP>and R<SP>21</SP>-R<SP>28</SP>each denote H, alkyl, aryl or the like; and X denotes a single bond, O or the like or a divalent group of formula (2), wherein R<SP>31</SP>and R<SP>32</SP>each denote H, alkyl fluoroalkyl or the like. A method for manufacturing the electrophotographic photoreceptor, and a process cartridge and an electrophotographic apparatus having the electrophotographic photoreceptor are also provided.
