PROBLEM TO BE SOLVED: To provide an antistatic coating agent composition having good wettability with a low polarity resin substrate material and exhibiting an excellent antistatic property even by a small amount, and an antistatic film obtained by curing the same and excellent in the antistatic property, transparency and scratch resistance, being hard and also excellent in close adhesion with the substrate material. SOLUTION: This antistatic coating agent composition contains 100 pts.wt. hard coat base containing at least any of a monomer containing a multiple number of ethylene groups and a prepolymer containing the multiple number of ethylene groups, 0.5 to 50 pts.wt. polar polymer compound containing a recurring unit of a polar structure of any of an ion pair and betaine and a recurring unit of a monomer containing a fluorocarbon group, and a non-polar polymer compound containing the fluorocarbon group.
