PROBLEM TO BE SOLVED: To provide an intake air amount control device for an internal combustion engine maximally securing an air amount which can be taken, by properly setting maximum filling efficiency. SOLUTION: An engine 1 has a lift amount variable mechanism 53 varying a maximum lift amount of an intake valve 35, and drive control of the lift amount variable mechanism 53 is performed by an electronic control unit 9. The electronic control unit 9 calculates a value of a maximum lift amount for implementing a maximum intake air amount in such a manner that as an engine rotation speed becomes smaller, the value becomes smaller, and sets the maximum filling efficiency of exhaust to a smaller value as the calculated maximum lift amount becomes smaller. A target intake air amount is set based on the set maximum filling efficiency and a request load with respect to an engine, and the maximum lift amount is changed to implement the target intake air amount, so that the intake air amount depending on request loads is secured.
