A user service switching apparatus is provided to dynamically allocate the best bandwidth by automatically making the optimum rule when a QoS(Quality of Service) equipment is used to protect business traffic, creating packet queues, and measuring volume of the traffic inputted to each created packet queue. A user service switching apparatus(210) comprises an access table queue(211), a dynamic IP table(212), a packet queue(213), and a packet allocation operation part(214). The access table queue(211) stores user information containing a SIP(Source IP), a DIP(Destination IP), a SPORT(Source Port), and a DPORT(Destination Port) to request IP traffic. The dynamic IP table(212) manages entries according to SIPs. The packet queue(213) is a packet storage part which is allocated to each SIP. The packet allocation operation part(214) calculates service policy of the packet queue which is allocated to each SIP.
