An automatic rotating transparent soundproof plate is provided to see through the inside and outside of a soundproof plate, to increase sound absorbing capacity and to clean up impurities attached to the surface of a soundproof plate by rotating a soundproof plate by rainwater and making contact with a brush. The automatic rotating transparent soundproof plate(P) installed between H-beams fixed to posts installed on the ground at regular intervals comprises a frame portion(20) composed of a frame(22) formed in a rectangular shape and made with aluminum or steel, a rubber plate fixed to the upper and lower inner sides of the frame to reduce frictional force with a cylinder portion and made with polyethylene and a brush installed to the right and left sides of the rubber plate and the right and left inner sides of the frame to sweep a cylinder portion of a rotary body to remove the dust or other impurities attached to a cylinder portion of a rotary body, and a rotary body(30) composed of a cylinder portion(40) fixed to the inside of the frame, formed in a hollow type to have the appointed diameter and length and manufactured with transparent materials such as polycarbonate, tempered glass to see through the inside and a side portion(46) provided with an insertion portion formed on the inner circumferential surface to be inserted to the inside of the cylinder portion to the appointed depth to cover two sides of the cylinder portion and a shaft formed in the center of the outer circumferential surface.
